The Office of Financial Regulation is responsible for the advancement and/or guidance of certain aspects of the foreclosure procedure including domestic property and gets certain notifications and registrations related to the foreclosure procedure. Specifically, the Office promulgates policies regarding the kinds, series of files, and specific processes to be utilized as part of the foreclosure process, including, but not limited to:

- the format and material of the Notice of Intent to Foreclose, the design template loss mitigation application, the preliminary loss mitigation affidavit, the last loss mitigation affidavit, the notice to accompany the order to docket;
- the charge, notice, application and directions for prefile mediation, and a mediation checklist that explains the matters that shall be reviewed and considered in a prefile mediation; and
- the request form for postfile mediation, the documents and details to be offered by each party to the mediation, and a mediation checklist that describes the matters that shall be examined and thought about in a postfile mediation

.18. Foreclosure Notices and Registrations
The Office administers Maryland's Foreclosure Registration System, a web-based application for submission of the foreclosure-related notices and registrations that are mandated by Maryland law. Specifically, the system allows authorized users to send and/or browse the following foreclosure-related notifications and registrations:
- The Notice of Intent to Foreclose is a warning notice to the homeowner that a foreclosure action could be filed against them in court. It needs to be sent by certified and first-rate mail to the homeowner no less than 45 days before a foreclosure action might be filed in court. Pursuant to Maryland law and regulation, a copy of the Notice of Intent to Foreclose must be electronically sent to the Commissioner through the Foreclosure Registration System within 5 organization days of sending by mail a Notice of Intent to Foreclose. The Commissioner does not accept submissions in any other way. Filing a copy of the Notice of Intent to Foreclosure with the Commissioner should be accomplished before a party is authorized to file an action to foreclose a mortgage or deed of trust on house. Failure to abide by this requirement will subject a violator to the enforcement jurisdiction of the Commissioner. Describe Md. Code Ann., Real Prop. § 7-105.1(c)and COMAR 09.03.12.02.- The Notice of Foreclosure offers specific information regarding home subject to a foreclosure and must be submitted within 7 days of the filing of an order to docket or a grievance to foreclose a mortgage or deed of trust on the domestic property. 7-105.2.-The Foreclosed Residential or commercial property Registration is planned to track owner contact details for foreclosed residential or commercial properties in between the date of the foreclosure sale and recordation of the deed moving the residential or commercial property to the new owner. The Foreclosed Residential or commercial property Registration includes contact details for the buyer, the celebration accountable for maintenance of the residential or commercial property, and the entity licensed to accept legal service on behalf of the purchaser, in addition to other relevant information such as whether the residential or commercial property is known to be occupied, the date of the sale, and the date of court ratification. This info is meant, in part, to enable local federal governments to attend to concerns associated with the residential or commercial property, such as code enforcement, problem abatement, residential or commercial property maintenance, police, public security, public health, emergency situation services (fire, EMS), to notify public law (i.e. data collection to determine patterns, develop policy actions, etc), and to aid in the collection of relevant taxes. Within one month after a foreclosure sale of home, a foreclosure buyer shall submit an Initial Registration ($50 filing fee if prompt/$100 filing cost if late) and within thirty days after a deed transferring title to the residential property has been tape-recorded, the foreclosure buyer will send a Last Registration (no filing cost). .14. After Initial Registration, and within 21 company days of a change, a foreclosure purchaser need to upgrade its registration with any change in 1) the name and address of the person, including a substitute buyer, who is licensed to accept legal service for the foreclosure purchaser, 2) if known, the occupancy/vacancy status of the residential or commercial property, 3) the name, telephone number, and street address of the person who is accountable for the maintenance of the residential or commercial property, and 4) the status of whether the foreclosure purchaser has ownership of the residential or commercial property.
NOTE: Specific notification and registration info in the Foreclosure Registration System is typically confidential and is not public details. Maryland State and Local Government Officials might be licensed in their official capacity to view Notices of Foreclosure or Foreclosed Residential Or Commercial Property Registrations (for their respective jurisdictions only) by establishing a Federal government User account in the Foreclosure Registration System. Additionally, a property owner's association or condominium in which a residential or commercial property in questions is located, or an individual who owns residential or commercial property on the same block as a residential or commercial property in question, might ask for from OFR or regional jurisdiction particular details associated to a Notice of Foreclosure or Foreclosed Residential Or Commercial Property Registration. See Md. Code Ann., Real Prop. § § 7-105.2(c)( 3) & 7-105.14(g)( 3 ).
Except as kept in mind above, OFR is prohibited from supplying information concerning specific residential or commercial properties to the public. System users besides State and city government officials only have access to those notices and registrations that they have sent. The Office is not allowed to provide lists of foreclosed residential or commercial properties to the general public.
